California allows RCFEs to apply for a special care designation if they serve residents with Alzheimer's disease or other dementia. A facility with this designation must follow specific regulatory requirements under CCR §§87705-87706, including enhanced staff training, specialized programming, and written policies covering dementia-specific care approaches.
If your facility does not hold the designation but admits and serves residents with dementia, you are still required to provide appropriate care. While CCR §§87705-87706 technically apply to designated facilities, CDSS inspectors may cite any facility for inadequate dementia care policies under the general care standards of CCR §87468.
Person-centered care means tailoring activities, routines, and interactions to the individual resident's history, preferences, and remaining abilities rather than following a one-size-fits-all schedule. For dementia residents, this includes preserving meaningful activities, respecting preserved long-term memories, and involving family in care decisions.
CCR §§87705-87706 require that all direct care staff in a designated dementia unit or facility receive dementia-specific training covering the nature of dementia, communication techniques, behavioral approaches, and safety. CCR §87706 requires written policies and physical safeguards to prevent and respond to elopement by residents with dementia.
