All new employees who will have contact with residents must have a cleared Live Scan criminal background check through CDSS before they may work with residents unsupervised. CCR §87412 also requires TB clearance and a health screening before resident contact. Until these clearances are received, new hires can only work under direct supervision of a cleared employee.
Live Scan is California's electronic fingerprinting system. Prospective employees are fingerprinted at an authorized Live Scan location, and the results are submitted to DOJ and FBI for criminal history review. CDSS must receive clearance before a new hire can work independently. The onboarding checklist tracks submission dates, tracking numbers, and clearance received dates.
CCR §87411 requires training in resident rights, emergency procedures, and mandatory reporting before direct care. AB 1207 requires all RCFE employees to complete Mandatory Reporter training within 3 months of hire. CPR/First Aid certification is required for direct care staff. CDSS requires personnel files to contain: the original employment application, Live Scan submission and clearance documentation, health screening results, TB test results, copies of required training certificates, job description, and emergency contact information. Personnel files must be kept confidential and are reviewed during CDSS inspections.
Yes. California food handlers employed at RCFEs must have a valid Food Handler Card (California Retail Food Code). The checklist includes a food handler certification tracking step for applicable roles. Housekeeping employees who have resident contact are subject to the same Live Scan and TB requirements as direct care staff.
