Under CCR §87211, the plan must address fire, natural disaster (earthquake, flood, wildfire), utility failure, and community-level emergencies. It must cover evacuation routes, shelter-in-place, resident relocation, staff responsibilities, communication with families and CDSS, and annual drill requirements.
